1. Okay, I am having a strange issue that I've never experienced before. After I had problems even playing the game after the patch installed, I had to uninstall everything.and now after downloading the base game again, I can't seem to go through with installing the Sims 3 base game in Origin or even through the install file in the Sims 3 folder under Orgin Games.

HOW TO PUT MY SKINTONES INTO YOUR GAME
You have to put them in your mods folder - if you dont't have it, here is an instruction how to create it:

After that, you can put my skintones (and other package files) in your game - hooray!

How To Install Skintones Sims3 Pc

• I have tried to download Nraas Master Controller with Chrome, Internet Explorer and MS Edge all without success

  You appear to be missing a step here and it's not about downloading or unzipping methods since all of those should work fine. All TS3 mods are package based content. In order to be recognized by the game, such content requires the Framework you have partially described -- a Mods folder, and a Packages folder inside that holds the content. But there is also a required file called Resource.cfg that must be in Mods alongside (not inside!) the Packages folder for all of this to work.
  This is how we advise most players to set up their Framework since it's all arranged for them and it includes two small sample mods for testing:

  Or you could grab the Resource.cfg file as a standalone from here and put it in the right place (in Mods, outside of Packages):
