Eso Addons Not Showing Up Windows 10
There are often times when I install an addon (place the file/folder into my blender/2.XX/scripts/addons folder) and then it simply does not show up in the addons list within blender, so cannot be activated. Installing it from a file places it in the blender scripts folder in my app data folder (windows 7), but they still don't show up. These are addons that I know work for others, as I see them install them in tutorial videos or the like (.py, not patches or anything.)
I ended up deleting the AddOn folder on drive C because I felt it may be conflicting with the AddOn folder where the game is actually downloaded (drive D), only to find that drive D did not have an AddOn folder as it should. Guides online told me to simply create one myself, and 'it should work as normal'. Nope, the addons do not show up, either. So far, I have checked to make sure I am not filtering them out with the Support level filters.
What causes an addon to not be seen by the program, and what further troubleshooting steps I can take to get these working?

$begingroup$Addon which name (or folder name) contains . (dot) cannot be loaded in Add-ons list. See this bug report.
Take list below for example:
Lens0.3 cannot be seen in Blender's Add-ons tab. And MultiEdit2.5.py cannot be sucessfully enabled even though it can be found in the list.
Solution would be to manually remove dots or replace with other valid characters.

When I open IE from short cut, task bar or directly. It continues to insert IE in the back ground process. There is a constant 'wait circle i'm doing something here. That opens IE multi times in the back ground process. The attempt opened over 2500. It will continue to do so until the PC freezes. Requiring a shut down. On occasion a hard power off.
As for the short cuts they are there and they do point to the right place. I have even tried run it in compatibility mode.(win 8) Admin I have even tried putting all execution files in a win 8 Admin run position. This is something I have learned will work if you are trying to install and old program. And can't get past the first step. (But that is off subject). I have insert a screen shot of both the Task mgr an Turn on or off.

One other odd ball issue I recently installed a new hard drive. PC kept crashing . So I replaced the HD. Had to do a new install because of issues with the other OS. Odd thing is if I disconnect it (physically) the key board wont respond ( wired kB wireless mouse ) I hope I haven't clouded the situation with more salt then needed.
